Summer school for civil servants

 

Civil servants (representatives of the Government of the Perm Region and municipalities of the Perm Region) will be able to improve their knowledge in the field of PPP theory and practice, including the example of the EU experience. This will help them to develop professional skills in such areas as public and municipal administration, procurement and project management.

This year the summer school will be held online from 07/04/2021 to 28/04/2021.

Module 1

Public-Private Partnership (PPP) concept: the EU vision. PPP history in EU.
 

  1. The main features of PPPs and highlights, the differences between PPP and traditional procurement of public infrastructure. The main benefits and limitations of the PPP procurement mechanism.
     

  2. Review of the European PPP market.
     

The key questions addressed in this module are: What are PPPs? Why use this procurement mechanism?

Module 2

The main models of PPPs and their key characteristics in the EU.
 

  1. France experience.

The key questions addressed in this module are: What are the possibilities for involving the private sector in infrastructure development? Which PPP model should you select for achieving your objectives?

Module 3

The European PPP enabling environment: legal and regulatory frameworks.
 

  1. The role of the international organizations for development: the International Monetary Fund, the World Bank, the European Investment Bank (EIB) and its European PPP Expertise Centre (EPEC), The European Commission, Organization for Economic Co-operation and Development (OECD).

  2. National regulation and existing PPP Units in the next countries:
    France
    Germany
    Netherlands
    Belgium
    Serbia
    Ireland
    Austria
    Spain
     

The key questions addressed in this module are: How can governments best facilitate the development of PPP projects, and what can governments do to foster a PPP enabling environment?

Module 4

The European guidelines for the risk identification & allocation in PPPs.
 

  1. The main types of risks in a PPP project.

  2. Approach to the risk allocation.
     

The key questions addressed in this module are: What are the risks to consider, and how are these risks best allocated among partners?

Module 5

PPP Project Cycle
 

  1. How to identify the suitable projects for PPP implementation.

  2. The main stages of PPP project implementation.
     

The fifth module provides an overview of the PPP project cycle. It starts by looking at how suitable projects for PPP implementation can be identified, before reviewing the preparation required for the development of a business case. It then guides you through the key steps in the transaction phase leading up to the selection of a private partner. Finally, the module considers some management-related issues that may arise once a PPP project is operational.

PPP Structure and Financing
 

  1. The main options for financing a PPP project

  2. The key contractual relationships

  3. The role of the international and national banks for development: the European experience.
     

The sixth module provides answers to questions like: “what are the main options for financing a PPP project?” And “what are the key contractual relationships?”. The module also provides a basic overview of methods to assess PPP project financing costs and overall profitability.
